 Targetting effects
Effects that cannot be processed effectively without having Targets are known as "Targetting effects". "Targetting effects" have their targets (1 Unit, All Units etc.) written on the Card Text. When stating Targets, you need to choose the Targets until all conditions (amount of cards, type etc) are met.

 Play and Targets
Cards with "Targetting effects" can't be played or declared to be played if there are no Targets or the Cost can't be paid. Even if an effect states "all ~" as its Target, it will still need to undergo the process of choosing the targets so if there is not even 1 legal target the card can't be played.

 Field and 'Target of Effects'
As long as theres no specifications, all effects that happen during the game will only affect cards on the Field. Cards in any other locations will not be affected as long as there is no specification.

 Card being Played
As a "card being played" does not exist in either Hand or Field, only effects that target "play", or "card being played" can target that card. (eg. negating the play of a card)

 Timing for choosing Targets
If an effect that chooses targets is activated, choose the target when the effect activates. The target cannot be changed after it has been chosen.

 Loss of Targets
When the effect resolves, and the target(s) leaves the Field or has become an irrelevant target, it will be treated as the target being lost, and the effect will fail in resolving and cannot have it applied.

 Effects that Target Multiple Cards
For effects that target 2 or more cards, if at the point of resolving the effect even just 1 of the targets gets lost the effect will fail in resolving. However cards that have "all ~" as their targets are not included here.

 Effects that Target a Single Card
"Effects that target a single card" are effects that can only choose 1 card as its target. Effects that target multiple cards and effects that target "all ~" will not be treated as "effects that target a single card" even if the amount of targets chosen is 1.

 Effects that have "all ~" as the Target
For effects that have "all ~" as the target, the choosing of targets will take place when the effect is played, when the effect re-activates in a Cut and when the effect resolves. As a result, even if a target was not existing when the effect is being played, it will still be targetted when the effect re-activates in a Cut or when the effect resolves as long as its targettable.
For effects that target all Nations or any other locations, it can be played and resolved as long as just 1 card exists in any of the given locations.
For effects that target multiple card types such as "all Characters and Operations" etc., it can also be played and resolved as long as just 1 card of any card type exists.

 Effects that choose Targets when Resolving
Effects that targets locations where cards are managed face-down, or states "choose ~" in its text, chooses the targets only when resolving. However it cannot be played if no targets exist when playing the effect.

 About "will not be the Target of" Effects
For cards that have the "will not be the target of" effect applied to them, these cards will be treated as being non-existant when choosing targets. Thus, they cannot be chosen when choosing targets.
For conditions like "Abolish all cards", if all other cards (other than the "will not be the target of" cards) can be Abolished, the condition will be treated to be fufilled and will resolve normally.

If after choosing a target the chosen card has the effect of "will not be the target of" applied to it, the target will be lost and the effect will fail in resolving.
If the effect of targetting "all ~" is taking place, the target will be removed from being a target.
